Modifying my lure's bill

I purchased a shallow running balsa musky lure second hand. It was made by a small manufacturer who has been out of business for years. The lure comes back mostly straight, but it does not dive and runs on it's right side. I determined the bill had been glued in more to the left than straight. Tried to correct by trimming some off the right side of the bill. Doesn't seem to be helping much. Any ideas, or should I consider it a lesson learned?

Adjust the tow point more to the left with pliers, old hack trick.

YouTube will have heaps on lure tow point adjustments.
