It is Extra Fast in my book, I dont have a Volkey but do have a Benkei BF UL and and its faster than that.

been trying out a DIY spool in the Tat 100 with the Proflex 2. I have caught literally 50+ bass with this Proflex 2, ranging from 1# -4#+, the majority 2.5# *the big girls haven't showed up as of yet). I even had mr.whiskers grab my keitech spider with about 3' of line from the rod tip and run hard, the Proflex gave him a good fight and landed it. I thought it was bigger than 5#, but thats the BFS magic, they all feel good...

They are simply great UL rods for the money. I have two and use them all the time.
