it seems like a 2 power rod is recommended for spinnerbaits. I have a hard time reconciling this with the jig hook used on a spinnerbait...

Agreed, 2-power feels light and personally I use a 3 or 4 power rod for this. The jig hook kinda sets itself on the moving bait and fluoro cushions the blow, but I don't see any advantage from having too-light a rod when throwing 1/2oz spinner baits + trailer, or reeling in a fish on a baitcaster. (It's not like you have to really play them.)

when I'm spinnerbaiting I'm generally throwing 3/4 nichols pulsators in pretty heavy weed.
I use 7' 3" or 7' 5" (my frog rods) in a 4 power.
rarely do I throw spinnerbaits in weed-free water.

What weights are you using? Deep or shallow? I mostly throw quarter ounce, sometimes 3/8 oz, 12lb fluoro. My favorite stick for this is the 6'10 medium power Daiwa Heartland - very versatile rod.

For what it's worth, I use the Dobyn's Sierra SA 684C. Most of my spinnerbait fishing is short to medium casts to specific targets and lines. That Sierra has decent power for hook penetration, and it also loads deeper into the blank, not crankbait deep.
