Fly fishing in Taipei, Taiwan

For next one year in will be living in Taipei, Taiwan. Im collecting any informations about fly fishing (especialy freshwater) in this parth of Taiwan.
Informations about fishing licence ( if i need some).
About fish species.
About rivers, lakes.
Any information could help me !
