Met 13 Idle Gear question

See photos. There doesn't look like there's anything securing the idle gear and it falls out quite easily if I tried to remove it. Is this normal? Looking at the schematics there doesn't seem to be anything securing it. I know with the Main gear sitting over it will prevent it from falling out. Is this by design? part 4009 is the one in question

Been awhile since I've had my met 13 but I believe the idle gear turns 90 degrees about the level wind to lock in place. With the c clip removed on the side plate side of the level wind, pull the whole thing out. Set the idle gear by sliding it on and turning it to lock in place and then install it back into the level wind pipe and reattach the c clip on the other end.
