Is this a rod tip cozy?

Got my new Steez Harrier rod and this piece of neoprene was enclosed. Is this a rod tip protecter or am I missing something?
It’s about 15” long and 1 1/2” wide.

It is a rod tip protector.

Yea jdm steez compile-x blank rods always came with one.
