One of the very popular metro lakes around here that is well known for producing big bags in tournaments and also happens to be one of the busier lakes is also very good for topwater fishing, just not at 3 in the afternoon when all the boat traffic is heaviest. I've found early mornings are best.

I like throwing top water pencil or popper style baits early in the morning.

Bay area waters are heavily congested and we can still catch on top water... so long as we're not trying to throw those baits in an area where boats are constantly motoring over fish.

Heavily trafficked lakes are very hard for topwater. The chop makes it difficult for the fish to even notice the bait...
