Well if you're river fishing blind (or possibly at the mouth in woods bay?) I would bring some crankbaits and troll locations where the water changes temp or clarity. I've seen where the oil is dinged as a prohibited item with regard to customs. So if the oil was omitted that is most likely the reason.
