I think the differences are minor. Some of the ice lines are coated wth a hydrophobic coating which helps reduce ice up. I think it wears off over time, tho. I've tried most of them. i know this is probably too late & you've already got a trout rod for your Dad, but.....
i think a Daiwa Presso 7' is hard to beat! 2-piece or 4-piece. Both are great rods for the money.

can't comment on the JDM stuff, but the Presso is a great mid-line rod - especially for the $. I've got a 7' 4-piece pack rod and recently picked up a 7' 2-piece rod. The minima guides are fine - maybe a little loud depending on your choice of line. (i'd recommend some kind of thin, slick superline....
