Your description is a little fuzzy, but I'm guessing it's a type of lure called a "jump frog". Google the term and you'll see plenty of images. It's a lure that I'm actually buying next year to add to my largemouth arsenal.

A split ring is not needed in my experience. Both the Pop X and Pop X Max walk fine when tied directly to the lure.

I feel the new hooks with built-in swivels don't serve a purpose either. The extra hardware not only adds additional weight (however small) but also add to the visual clutter and may spook fish.
